Secure Reporting Platform for a France 2030 Skills Program
PICMA
A secure government platform where 234 France 2030-funded projects report their trainee numbers along with the trainings and skills involved.
01 / The problem
Under the France 2030 "Compétences et Métiers d'Avenir" program, 234 funded projects must report each period how many people they trained, along with the trainings delivered and the skills they target. The SGPI, attached to the Prime Minister's office, steers the program with that data and shares it with partner bodies (Caisse des Dépôts, ANR). It needs consolidated data it can trust, kept secure.
02 / What I built
As backend developer I built the NestJS API behind PICMA, with modules for reporting periods, trainees, trainings and skills. Relational data lives in MariaDB and document data in MongoDB, with Redis for caching and S3 for files. Because the program data is sensitive, I put strong authentication and access control in place, along with a private API that gives authorized third parties controlled access. The services run in containers on Kubernetes.
03 / Impact
PICMA is the reporting tool of a national program. The platform received EUR 2.6M in funding and all 234 funded projects use it to send their data to the State. Across its three repositories my own contribution comes to 414 commits, with about 335,000 lines added and 53,000 removed.
